In a previous report (S/2006/976) the Panel documented that LPRC had contracted the Nigerian National Petroleum Corporation (NNPC) to provide 10,000 barrels of crude oil per day to Addax Ltd, the largest independent oil producer in Nigeria, at 14 cents per barrel, without any competitive bidding.
