Although non-nuclear-weapon States have given up the military nuclear option and have temporarily accepted a discriminatory status vis-à-vis the nuclear-weapon States, non-nuclear-weapon States still face additional pressures aimed at imposing more obligations and restrictions on them in the form of additional safeguards, while ignoring the voluntary nature of any new international commitment and the inevitability of focusing first on the universality of the IAEA comprehensive safeguards system, which is a necessary condition for any strengthening of it.
ورغم نبذ الدول غير النووية للخيار النووي العسكري، وقبولها - مؤقتا - لصورة من صور التمييز والانتقائية لصالح الدول النووية، إلا أن الأمر لم يقتصر على ذلك، إذ أن الدول غير النووية تواجه في الوقت الحالي ضغوطا إضافية تستهدف محاولة فرض المزيد من الالتزامات والقيود عليها في شكل ضمانات إضافية، تتجاهل الطابع الاختياري لأي التزام دولي جديد، وتتجاهل حتمية التركيز أولا على تحقيق عالمية الاتفاق الشامل لضمانات الوكالة الذي يشكل شرطا لازما للمطالبة بأي تعزيز.

In that context and despite the fact that nuclear-weapon States have not fulfilled their nuclear disarmament obligations under the NPT, the 1995 package of the Review and Extension Conference and the Final Document of the 2000 Review Conference, those States and others that enjoy nuclear protection under them are still working to impose additional commitments on non-nuclear-weapon States in the form of additional safeguards. They are doing so while ignoring the voluntary nature of any additional international commitment beyond the comprehensive safeguards regime, as well as the logical inevitability of achieving the universality of the IAEA's comprehensive safeguards system prior to any attempt to change the system in a discriminatory manner.
وفي هذا الإطار، وبرغم عدم تنفيذ الدول النووية لالتزاماتها في مجال نزع السلاح النووي بموجب معاهدة عدم الانتشار وصفقة 1995 والوثيقة النهائية لمؤتمر عام 2000، ما زالت تلك الدول والدول الأخرى المغطاة بمظلتها النووية تسعى لفرض المزيد من الالتزامات على الدول غير النووية بصورة ضمانات إضافية، متجاهلة الطبيعية الاختيارية لأي التزام دولي جديد يتجاوز اتفاق الضمانات الشاملة والحتمية المنطقية للتركيز أولا على تحقيق عالمية نظام الضمانات الشاملة للوكالة الدولية للطاقة الذرية قبل المطالبة بتعزيزه بصورة تمييزية.
