  وبعد زيارة المقرر الخاص المعني باستقلال القضاة والمحامين إلى كازاخستان، رحب "بالخطوات التي قامت بها كازاخستان منذ 1991 لأجل الانضمام إلى عدد من الصكوك الدولية لحقوق الإنسان، وخاصة منها توقيع العهد الدولي الخاص بالحقوق المدنية والسياسية والعهد الدولي الخاص بالحقوق الاقتصادية والاجتماعية والثقافية، [وحثَّ] السلطات على ضمان التصديق عليهما بسرعة، ومن دون إبداء أي تحفظات، بما في ذلك الانضمام إلى البروتوكول الاختياري للعهد الدولي الخاص بالحقوق المدنية والسياسية .
• The Conference urges three States that have not yet adhered to the Treaty — India, Israel and Pakistan — to accede promptly to the Treaty as non-nuclear-weapon States, without condition and without delay, and to place all their nuclear facilities under comprehensive IAEA safeguards. The Conference calls upon States not party to the NPT to refrain from acts which would defeat the object and purpose of the Treaty, and to take practical steps in support of the Treaty pending their accession to it as non-nuclear-weapon States.
