- To establish an information database on the implementation and fostering of citizens' rights and freedoms to develop a strategy for shaping the public's legal awareness; and to produce literature and television and radio programmes on human rights, as well as the periodical Democratization and Human Rights in Uzbekistan. The National Centre for Human Rights and the Centre for the Study of Public Opinion Ijtimoii fikr are the founders of the journal Public Opinion. Human Rights (Ijtimoii fikr. Inson khukuklari), which is published in Uzbek, English and Russian and is issued quarterly to use the media to inform the public and the international community about the activities of the Government of Uzbekistan relating to respect for and protection and promotion of fundamental human rights and freedoms; to encourage and coordinate civic initiatives for the promotion and protection of human rights;
- إنشاء قاعدة بيانات حول إعمال وتنمية حقوق وحريات المواطن، ووضع استراتيجية لتعريف الناس بحقوقها، وإعداد وإصدار منشورات وبث برامج إذاعية وتلفزيونية عن حقوق الإنسان، وإصدار مجلة ”التحول الديمقراطي وحقوق الإنسان في أوزبكستان“، (للمركز القومي الأوزبكي لحقوق الإنسان ومركز دراسات الرأي العام الفضل في تأسيس مجلة ”الرأي العام وحقوق الإنسان“، التي تنشر باللغات الأوزبكية والانكليزية والروسية وتصدر كل ثلاثة أشهر)، وتعريف الناس، عن طريق وسائل الإعلام، بجهود حكومة جمهورية أوزبكستان في مجال احترام وحماية وتعزيز حقوق الإنسان وحرياته الأساسية، وتنشيط وتنسيق المبادرات العامة في مجال تعزيز وحماية حقوق الإنسان؛
